General Function:
The Assistant Vice President for Business and Finance (AVPBF) is responsible for Business Office functions, Purchasing and Contracts, Payroll, and accounting operations for Motlow State Community College (MSCC) and the Motlow College Foundation. The AVPBF will assist with all areas in the Business and Finance unit which includes Facilities, Financial Aid, Information Technology, Motlow College Foundation, Human Resources and Safety and Security as needed
Minimum Qualifications:
Bachelor’s degree in accounting earned from a regionally accredited institution, at least five years of increasingly responsible accounting experience including preparing and reviewing financial statements, and three years of supervisory experience.
Major Duties and Responsibilities:
• Coordinate year-end closing process and responsible for preparing annual financial statements for MSCC and Motlow College Foundation in accordance with generally accepted accounting principles
• Maintain software for ERP/accounting system and implements upgrades; Oversees the
implementation, upgrades, and maintenance of Administrative Software for student billing and receivables as it relates to student accounts, calculation of tuition and fees, and collection of fees related to registration; Coordinates and implements the automation of posting financial aid payments to student accounts and the physical disbursement of checks to students; and Maintains and coordinates maintenance, training, oversight, and security of the Banner Finance system
• Implement policies pertinent to procurement and affects all procurement through implementation and maintenance of software (SciQuest / Jaggaer) for automation of purchasing process. Oversee procard system
• Develop, implement, and monitor policies and procedures for all fiscal service operations to ensure adequate internal controls are maintained
• Maintain budget control, assist with budget process and coordinate automation implementation for MSCC.
• Review and approve relevant transactions for accounts payable, accounts receivable, and payroll documents and applicable documents to be filed with State and Federal agencies
• Prepare analyses and other data and coordinate efforts of fiscal staff to ensure that all information is provided as requested by auditors during audit cycles by state comptroller’s office, internal audit and other external audits; Promote compliance with standards promulgated by the College’s accrediting agencies such as SACSCOC, NACUBO, and any other applicable agencies
• Ensure proper oversight for receipt and accounting for revenues; Manage cash and reporting for federal and state funds, including Title IV funds, state appropriations, contracts, and grants and maintains appropriate documentation depository
• Assists with all departments in the Business and Finance unit including Facilities, Financial Aid, Information Technology, Motlow College Foundation and Safety and Security, as needed
• Collaborate closely with the Tennessee Board of Regents staff that prepares the College’s payroll
• Other duties as assigned by the Executive Vice President for Business and Finance
Knowledge, Skills and Abilities:
• Comprehensive knowledge and understanding of higher education statutes, polices, practices, and operations including but not limited to accreditation processes in higher education such as SACSCOC and confidentiality statutes such as FERPA
• Ability to make consistent and equitable complex decisions and judgments related to sensitive or confidential issues based on available data and factual information
• Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community
• Collaborate and communicate effectively, both in writing and verbally, with College, State, and elected officials, fellow employees, and other stakeholder’s on matters pertinent to the college
