Job Summary

Management of project financial and approval process from budget submittal to project completion allowing project managers to focus on managing construction process. Coordinate the annual Capital Budget Requests process with senior staff, campuses, THEC, and State Budget Office.

Job Duties

  • 40% - Coordinate with TBR institutions and project managers to ensure project budget submittals are financially accurate and submitted appropriately Create project workflow schedule to guide institutions through submittal process Track budget approvals and confirm projects remain in budget and on schedule Maintain working knowledge of all projects to provide updates as needed - (Essential)
  • 10% - Maintain working knowledge of THEC guidelines and provide guidance to TBR team of changes Conduct research as needed regarding Law & Policy Analysis - (Essential)
  • 10% - Work with THEC and F&A staff to ensure budget submittals are completed accurately and in timely fashion - (Essential)
  • 5% - Facilitate with TBR institutions and LGIs to ensure bond applications are submitted accurately and timely - (Essential)
  • 12% - Make recommendations of TSSBA funding requests to TBR staff for approval Attend TSSBA staff meetings to present TSSBA funding requests Track all TBR approved TSSBA projects to monitor spend and payment milestones - (Essential)
  • 5% - Review SBC and ESC project package submittals for clarity and accuracy - (Essential)
  • 7% - Serve as TBR staff member for TSSBA Attend TSSBA board meetings to present TSSBA funding requests as needed - (Essential)
  • 3% - Attend SBC and ESC staff meetings to present project approval requests - (Essential)
  • 3% - Attend OSA and F&A staff meetings to present project approval requests - (Essential)
  • 5% - Other duties as assigned - (Marginal)

Minimum Qualifications

Bachelor’s degree in finance
Minimum five years of qualifying professional experience in state government to include: interpreting and executing policies and procedures
Key knowledge of the Tennessee Budget Entry, Analysis, and Reporting System

Preferred Qualifications

Strong analytical and problem-solving skills
Excellent written, verbal, and presentation skills
Excellent interpersonal and customer service skills
Graduation from the Tennessee Government Management Institute

Knowledge, Skills, and Abilities

Proficient in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Access, Adobe Acrobat, file management, and internet browser software
Strong attention to detail
Ability to work well independently and as part of a team
