Administer program activities by overseeing policies and providing sound leadership and management of Campus Police and Security.  The Chief of Campus Police and Security is responsible for the organizing, planning, directing, and supervising the Campus Police, Security, and Parking activities.  This position will also be responsible for developing and implementing safety programs, policies, training, and procedures to promote a strong safety culture, maintain a healthy work environment, and ensure compliance with all corporate, local, state, and federal safety requirements. The Chief is responsible for overseeing a department responsible for police and security services for Dyersburg State Community College in Dyersburg, Paris, and Covington; the campuses of TCAT Northwest in Newbern, Ripley, and Covington and locations in Bells, Tiptonville, and Union City; the campuses of TCAT Henry/Carroll in Paris and McKenzie and locations in Dresden and Camden; and TCAT Jackson—Stanton Extension Campus.

Essential Job Duties:

  • Implements and supervises the establishment of office procedures, including the preparation and maintenance of correspondence, records, and reports necessary to provide an efficient and effective organization.
  • Provides protection, safety, and security for campus, students, faculty, and staff.
  • Plans, coordinates, and directs day to day operations.
  • Determines the need for and oversees the requisition of equipment, vehicles, ammunition, firearms, office supplies, and other related items.
  • Build relationships with all local police departments EMA directors in the college and departmental service areas.
  • Ensures the recruitment, training, and supervision of officers and other staff members.
  • Edit and revise the Emergency Preparedness Plan yearly and train all campus constituents regarding the plan.
  • Prepares and submits annual budget requests.
  • Ensure that each officer earns the minimum 40 hours of required training yearly.
  • Plan annual security training and drills for each location.
  • Establishes a work schedule for coverage of campus events and athletics.
  • In conjunction with officers, investigates accidents, thefts, and break-in incidents and reports incidents to the appropriate authorities when or where necessary.
  • Maintain memoranda of understanding with local city police units and/or county sheriff’s unit, as appropriate.
  • Develop programs to provide reasonable safety and security for students, faculty, staff, and general public on college property.
  • Ensure enforcement of parking rules and other college regulations, issues violation tickets.
  • Assist in emergency care and transportation of injured or ill students or employees.
  • Plans, develops, coordinates and supervises crime prevention and building security.
  • Ensures that all incidents and arrest activities are properly documented.
  • Collects crime statistics and disseminates to officers and appropriate authorities, in and outside the college.
  • Complete and submit required reports regarding the Tennessee Incident Based Reporting System (TIBRS), and the Jeanne Clery Act, and other related public safety and security requirements.
  • Ensure 24-hour administrative on-call of all serious incidents and activities that occur within the College.
  • Support the open-access mission of Dyersburg State Community College.
  • Work collaboratively with faculty, staff, and students.
  • Maintain presence as needed at each location with a full-time officer.
  • Work with Building Security Coordinators and office staff to develop office- or location-specific emergency plans.

Supervisory Responsibilities

  • Direct supervision and day-to-day management of Campus Police Officers and Security Officers

Education and/or Experience

  • POST certification required through state of Tennessee.
  • Meet the requirements of TCA 38-8-106 Qualification of Police Officers.
  • Meet the requirements of a Certified Police Officer per TCA 38-8-107.
  • Bachelor’s Degree in Criminal Justice or related field is preferred.
  • 3-5 years of full-time employment in related police or public safety agency in increasingly responsible, high-level leadership positions with the agency. 1-3 years supervisory responsibility experience preferred.
  • Knowledge of state law and board of regents/college regulations
  • Skilled in the safe and responsible use of firearms and other police equipment
  • Experience in budget operations and management; training/teaching techniques for law enforcement personnel.
  • Emergency management experience, specifically utilizing the Incident Command Systems (ICS) or National Incident Management Systems (NIMS) for planning and execution of high-profile events.
  • Good public relations skills.

Skills

  • A community-policing approach that fosters relationships on campus with employees, students, and guests.
  • Excellent interpersonal and public relations communication skills; ability to effectively communicate using written and verbal skills.
  • Proficiency with Microsoft Office applications.
  • Office administration, time management, organizational, management, and scheduling skills required. Must be able to exercise ethics and maintain confidentiality.

  • Working conditions require ability to walk, lift, and handle mental stressors on a daily basis.

Salary range-$59,400-$74,300
