Job Summary

Reporting to the Vice President for Finance and Administration, the Director of Fiscal Services is responsible for oversight of fiscal services including general ledger accounting, cash collection, and accounts receivable processes. The Director is responsible for the preparation of Northeast State Community College (NESCC)’s annual financial statements and coordination of financial audits conducted at NESCC. The Director provides leadership and supervision to the Fiscal Services staff.

Job Duties

• Manage general ledger accounting functions for the College.

• Prepare the College’s annual financial statements.

• Manage the College’s cash collection and accounts receivable processes.

• Provide leadership, supervision and coaching to fiscal services staff.

• Maintain the college’s general ledger and monthly financial close process.

• Provide oversight of the college’s operating cash accounts.

• Lead preparation of the college’s year-end financial statements, and coordinate all financial audits conducted at Northeast State Community College

• Design, implement, and maintain accounting procedures to produce accurate and timely financial reports.

• Serve as data custodian for Finance access in Enterprise Resource Planning (ERP) system.

• Coordinate fiscal services functions necessary in registration (i.e., security, scheduling of personnel, petty cash and reconciliations); Coordinate with other departments on campus for both on and off campus registrations and pre-registrations.

• Manage the preparation of ad hoc financial reports as needed to support the Vice President for Finance and Administration, other leaders within the College and the Tennessee Board of Regents.

• Advise and support the Vice President for Finance and Administration on matters pertaining to fiscal services.

• Keep all current Business Office policies, procedures, and standard operating procedures updated; to write new procedures if necessary.

• Serve as the fiscal services liaison working with other departments and external stakeholders.

• Complete other assignments as directed by supervision.

Minimum Qualifications

• Bachelor’s degree in accounting or related field from an accredited institution.
• Five (5) or more years of relevant experience in accounting and finance, including the preparation of financial statements.
• Two (2) years supervisory experience.

Preferred Qualifications

• Master’s degree in accounting or related field from a regionally accredited institution.
• Certified Public Accountant certification.
• Experience in preparation of financial statements for higher education institutions
• Experience as financial and/or internal auditor.
• Experience in financial audit of higher education institutions.
• Experience with Banner Enterprise Resource Planning (ERP) system.
• Conversational ability or fluency in a second language.

Knowledge, Skills, and Abilities

• Knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP) issued by the Governmental Accounting Standards Board (GASB) and other organizations.
• Ability to understand and design systems of internal control.
• Computerized accounting experience is essential.
• Working knowledge of governmental or fund accounting, management and system techniques, plus the ability to apply these skills.
• Ability to prepare appropriate financial and accounting reports.
• Ability to understand, interpret and apply relative policies and regulations.
• Ability to coordinate and supervise support personnel. Ability to initiate effective oral and written communication. Knowledge of computers and experience with major computerized accounting system
• Technology Skills: MS Office suite, digital records management systems, data information systems, and major ERP systems.
