Job Summary

The Director TSBDC at JSCC will oversee the operations, budget, and strategy for the TSBDC in compliance with the TSBDC-JSCC Annual Contract and the TSBDC Strategic Plan. The incumbent is responsible for the delivery of TSBDC programs to individuals, businesses, and organizations throughout the TSBDC at JSCC’s territory. To effectively deliver services to a territory of this size, the director will oversee the offices and staff at the primary office in Jackson, Madison County. Overseeing the public outreach arm of JSCC, the Director supports the host institution through direct and indirect involvement in JSCC programs. The Director is required to travel throughout the service area and is responsible for establishing relationships with stakeholders in the new territory, maintaining existing partnerships in our traditional territory, ensure a positive and impactful presence from the TSBDC and JSCC in business communities throughout the territory and perform other related tasks and special projects as assigned.

Job Duties

  • 35% - Develop and deliver business-oriented training programs (seminars/workshops) to future and current business owners. Approximately 40 per year ranging from 3 hours to 6.5 hours. Includes identification of relevant business topics, drafting curricula, development of training materials and presentations, delivering training, and following up with additional information, as needed, to attendees. Provide technical assistance that includes one to one consulting and the associated research to future and current business owners on business-related topics. Examples include but are not limited to: – the disciplines of accounting, finance, marketing – operations, new venture creation, e-commerce, international trade – human relations, and general research - All technical assistance must be delivered in accordance with TSBDC and SBA guidance  – Regulatory guidance including codified processes and procedures.  – successful completion of a training program with certification, to confirm competency to perform counseling Maintain a working knowledge of, and incorporate business support programs at the local, state, and federal level to include but not limited to Chambers of Commerce, Community Development Corporations, economic development entities, SBA resources, lenders, incubators, accelerators, investor networks, contracting enhancers such as Hubzone and distressed designations, non-compete community development block grants, etc. that are applicable to the given county. Acquire and maintain the operational database skillset required to interface, modify, and query CenterIC, the TSBDC’s proprietary SQL-based storage database. The database contains client files, counseling records, training information, and related information regarding our operations. All service centers are required by our contract, to use this database. Ensure counseling, training, events, professional development and impact is documented thoroughly and accurately in CenterIC.  – Enter information into the CenterIC database as well as verify the entries of other staff  – Ensure training, counseling, professional development, and client information is maintained in accordance with TSBDC and SBA guidance. - (Essential)
  • 20% - Establish and maintain partnerships with local organizations such as the Chambers of Commerce, educational institutions, government entities, and peer organizations.  Ensure customers and clients are referred to appropriate organizations for assistance when required.  Establish and maintain referral lists based on the capabilities of the counterpart entities.  Actively engage in marketing and public relations activities to promote awareness and engagement between the TSBDC and stakeholders.  – Stakeholders include but are not limited to bankers, political figures, government agencies, business owners, economic development entities, local media, and civic organizations. - (Essential)
  • 10% - Recruit, hire, train, and supervise qualified, motivated personnel to support the delivery of the TSBDC’s operational and strategic goals.  Support the capabilities development within the TSBDC organization through continual process review and improvement.  – includes organizational evolution, a range of analysis, and the development and execution of projects and programs that allow the TSBDC to more efficiently meet its goals.  – includes projects and programs to build capabilities to address new needs.  Support the development of center staff through mentorship and professional development opportunities.  – includes professional development classes and webinars, networking opportunities, and assigning functional responsibilities and projects that aligns with their aptitudes and career goals.  - (Essential)
  • 20% - Assist in the continued evaluation, update, and execution of the organization’s Strategic Plan. Ensure organizational goals are prioritized and both effectively and efficiently delivered.  Develop and execute strategies localized for the Service Center’s regional stakeholders, which may include strategic planning at the Service Center level. Examples include: – marketing, data management, and customer management strategies have been designed and are being implemented.  Prepare monthly, quarterly, semiannual, and annual financial and performance reports per TSBDC and SBA guidance and TSBDC-JSCC contractual requirements to the TSBDC Lead Center and Associate Dean as appropriate Research and apply for grants relevant to economic and business development within the TSBDC at JSCC’s nine county region. Direct the effective and efficient operations of the TSBDC at JSCC Service Center that includes, but is not limited to, training, counseling, audits, compliance, scheduling, marketing, community outreach, partnerships, and support of business-related JSCC activities such as business plan competitions. - (Essential)
  • 10% - Ensure administrative policies and procedures are followed.  Develop localized policies, procedures, and programs to ensure TSBDC strategic objectives are achieved within the local scope.  Review and act on client feedback as appropriate to facilitate continual process and service improvement.  - (Essential)
  • 5% - Address budget and personnel concerns as needed.  – perform a budget revision based on alterations to budgeted versus actual expenses.; i.e. changes in staff levels  – develop the annual budget for the facility – mentor and counsel staff regarding performance; address conflicts as needed - (Marginal)

Minimum Qualifications

Bachelor's degree in accounting, business administration, economics, finance or other business related field required or related field from a regionally accredited institution.

Experience developing and managing a budget.

Experience developing a business plan.

Progressively responsible business experience required.

Preferred Qualifications

Master’s degree in accounting, business administration, economics, finance or other business related field required or related field from a regionally accredited institution preferred.

Accounting/finance experience preferred.

Higher education experience preferred.

Knowledge, Skills, and Abilities

Knowledge of best practices in an accounting/finance department.

Must be able to comprehend and interpret policies, procedures, and regulations and to communicate effectively in both oral and written form.

Have the ability to manage and provide team leadership and ability to provide vision and strategic direction while being able to convey this to those that report directly to this position.

Excellent organizational, interpersonal, oral, and written skills.

Ability to build relationships, communicate effectively and work in a diverse environment.

Working knowledge of accounting computer systems and Microsoft Excel.

Pay Rate: $54,085 - $67,607 Annual salary depending on eligible experience which is defined by the current compensation plan.
