The Tennessee Board of Regents (TBR) is Tennessee's largest higher education system, governing 40 post-secondary educational institutions with over 200 teaching locations. The TBR system includes 13 community colleges and 27 colleges of applied technology, providing programs to students across the state, country and world.
This position provides educational leadership for a unit of the college dedicated to the development, management, and administration of workforce and noncredit training and learning activities. The Director reports to and works in concert with the Vice President of Partnerships, Workforce and Southern Campuses to achieve the mission of the office and to promote economic, community, and personal development for citizens throughout the college’s nine-county service area.
Essential Functions
1. Lead Program Development
Direct the creation, marketing, and delivery of noncredit professional and personal development learning opportunities.
2. Foster External Partnerships
Build and maintain relationships with businesses, industries, government entities, economic developers, and communities within the college’s nine-county service area.
3. Assess Training Needs
Evaluate the training and service needs of businesses, industries, and community organizations. Serve as a resource to identify opportunities for the college to meet these needs through contract training or professional courses (credit or noncredit).
4. Collaborate with Industry
Partner with businesses and organizations to design and deliver timely, high-quality training—open enrollment or customized—to meet specific goals.
5. Develop Trainer Pool
Recruit and maintain a strong pool of experienced and/or credentialed trainers.
6. Promote Workforce Training
Advocate for the college’s credit and noncredit workforce training programs.
7. Expand Contract Training
Strategically develop and deliver effective contract training to address the needs of targeted businesses and industries.
8. Manage Budget
Develop and oversee a self-supporting budget that covers all direct and indirect costs while generating resources for growth.
9. Monitor Productivity
Track and evaluate unit productivity using workforce training contact hours, with a focus on continuous growth.
10. Deliver Community Programs
Organize and present seminars, workshops, and training programs of general interest to communities within the service area.
11. Provide Data Reporting
Prepare and submit data reports as required for internal and external stakeholders.
12. Collaborate with Academic Divisions
Maintain knowledge of credit programs to support collaboration on noncredit offerings and articulate degree and certificate options for business and industry employees.
13. Supervise Personnel
Oversee and evaluate Workforce & Continuing Education (WCE) staff, including regular, part-time, and contracted personnel.
14. Prepare Quarterly Reports
Compile detailed reports including course types (professional, contract, personal, camp), enrollment headcount, contact hours, CEUs, income, expenses, and net per class.
15. Ensure CEU Compliance
Award and maintain Continuing Education Units in accordance with International Association for Continuing Education and Training (IACET) standards.
16. Support Enrollment Growth
Provide development, oversight of programs and services that result in enrollment, progression, retention and graduation growth for the service area.

Education, Training, and Experience
Required:
· Bachelor’s degree in Business, Education, Workforce Development, Organizational Development, or a closely related field and a minimum of 8-10 years demonstrated experience in program development, administration or delivery of contract training programs
OR
· Masters degree in Business, Education, Workforce Development, Organizational Development or a closely related field and a minimum of 3-5 years demonstrated experience in program development, administration or delivery of contract training programs.
Required Skills:

· Ability to manage multiple projects and meet deadlines.
Preferred Qualifications:
· Experience in higher education or community college setting.
· Familiarity with IACET standards and CEU compliance.
