The Executive Director of Human Resources is an innovative leader who is primarily responsible for developing and ensuring effective implementation of plans, systems, policies and processes that support the mission of the college and its employees. The Director is the lead for alignment and compliance of College personnel policies with those of the Tennessee Board of Regents and State and Federal laws and guidelines including Title IX and IV. The Director reports to the President and provides oversight for the personnel division which includes staffing, recruitment, selection and on boarding of personnel, compensation, benefits, wellness, affirmative action, legal and policy compliance, performance management, and training and talent development.

  

ESSENTIAL FUNCTIONS:

  • Provide innovative and creative leadership, with a commitment to excellence for student and employee success.
  • Seek continuous innovative and effective solutions for the continued growth of the College’s human resource office.
  • Review, develop, interpret, and recommend personnel policies and operating procedures that promote college effectiveness and support employees.  Assure that Office actions and practices align with College and State guidelines.
  • Direct the completion of annual performance reviews, conduct organizational and staffing analysis and advise the Cabinet regarding long-range human resource utilization strategies.
  • Oversee an employee relations training and education program that supports the ‘One College’ concept and the effectiveness of the employee in fulfilling their responsibilities. Administers the employee educational program.
  • Develop and manage affirmative action and equal opportunity programs and plans that supports the College’s goals of diversity and inclusion.  Maintain records, reports and logs to conform to EEO regulations and State filing requirements
  • Implement education programs that support diversity and inclusion and seek to prevent actions that lead to discrimination or harassment.   Lead investigations and draft recommended resolution, with advice of legal counsel as appropriate, of discrimination and harassments claims in accordance with College and Board policy.   Allegations for investigation may include affirmative action, Title VI, Title IX, ADA, sexual, racial or other harassment, equal opportunity compliance, or other violation.
  • Oversee maintenance of employee records and files, including appropriate salary, classifications, position control, evaluation and benefits data.
  • Develop, manage and supervises the overall operations of Human Resources function and staff; conducts appropriate staff evaluations; develops long and short-term operational objectives; prepares and administers the annual HR. budgets in concert with the annual departmental review of effectiveness.
  • Advise the President and the Cabinet of national, state, or system changes, innovations, or trends in Human Resources administration and operation for effectiveness or impact on College operations.

    EDUCATION, TRAINING AND EXPERIENCE REQUIRED:

  • Bachelor's degree in Business Administration or related field.
  • Five years increasing successful responsibility in the field of human resources leadership.
  • Demonstrated understandings and commitment to the mission and principles of community colleges.
  • Demonstrated record of work for an office effective in building and supporting a culture of caring and appreciation with attention to inclusive workforce.
  • Highly developed collaboration, analytical, and problem-solving skills.
  • Commitment to using data to support informed decision-making skills.
  • Demonstrated ability to establish and maintain effective relationships with staff and diverse populations.
  •  

    EDUCATION, TRAINING AND EXPERIENCE PREFERRED:

  • Experience in higher education, particularly in a TBR institution.
  • Experience in Human Resources administration and leadership.
  • Experience with Banner software.
  •  

    KNOWLEDGE, SKILLS, ABILITIES AND WORK CHARACTERISTICS:

  • Knowledge of state and federal laws and guidelines as they relate to recruitment, employment, affirmative action, harassment, discrimination, employee relations, performance evaluation, compensation, classification, and employee handbooks.
  • Excellent organizational skills.
  • Ability to work without direct supervision.
  • Ability to establish and maintain effective working relationships with faculty, staff and students as well as other internal and external stakeholders.
  • Knowledge of human resource management systems.
  • Knowledge of databases and spreadsheets.
  • Excellent word processing skills.
  • Strong interpersonal skills.
  • Ability to function effectively as a team member.
  • Strong written and oral communication skills.

    WORKING CONDITIONS: 

  • Heavy use of video display terminal.
  • Occasional light lifting up to 25 lbs. of inactive file boxes.
  • Regular use of telephone for individual and conference calls.
  • Occasional driving to Nashville for quarterly meetings, off-campus sites and centers, or other areas to attend various meetings, workshops, conferences, or training sessions.

    This position is based at the Columbia, TN campus.

     

    Hiring Salary Range for this position is:  $63,400 - $79,250
